I. Background

 

A revised global schedule for the implementation of the SIS II was confirmed by the JHA Council at its meeting of 5/6 October 2006. At this meeting and at its meeting on 4/5 December 2006 the JHA Council also reaffirmed the absolute priority attached to the development of the SIS II. In accordance with the revised schedule, the SIS II would have been operational for the Member States currently using the SIS I+ in June 2008, allowing for the subsequent integration of Member States not participating in the SIS I+ to commence shortly thereafter.

 

At its December meeting the JHA Council decided to implement Portugal's SISone4ALL proposal to integrate temporarily to the SIS I+ nine of the Member States which joined the European Union in May 2004. The aim of the SISone4ALL project is to facilitate the process leading to the lifting of internal border controls with the Member States concerned between December 2007 and March 2008, subject to the other relevant Schengen requirements being satisfied.

Recognising that an impact on the Global SIS II schedule would arise from the implementation of the SISone4ALL project, the Council invited the Commission to present by February 2007 a revised timetable for the SIS II which takes into account the consequences of the implementation of the SISone4ALL project by that time.

 

This revised timetable has been drawn up by Commission services in consultation with Member States' technical experts from the Council's informal SIS II Task Force and with the Member States' delegations in the SIS II Committee. In carrying out the revision, Commission services, in consultation with their main development contractor and Member States' experts, have sought to keep to an absolute minimum the additional delay in the SIS II timetable. In this regard it has proved possible to gain time in some aspects of the project schedule. Commission services are of the view that there remain possibilities to save time in this revised timetable under those aspects where the Council may have some flexibility in its decision-making. Maintaining this challenging but realistic timetable will require the continued full commitment of all involved.

 


II. Assumptions

 

The revision of the SIS II global schedule has been carried out with reference to the following fundamental assumptions.

·           Resources will be applied by the Member States to enable the implementation of the SISone4ALL in parallel to the development of the SIS II. A diversion of resources from the national SIS II projects will inevitably bring further delays. Commission services will increase the resources being applied to the central SIS II project.

·           The SISone4ALL project will be delivered in line with the planning outlined (technical readiness by end-August 2007 aiming at internal border controls being lifted between December 2007 and March 2008). Delays in the implementation of the SISone4ALL project will impact on the SIS II timetable.

·           All Member States participating in the SIS I+ will be ready to migrate at the same time in accordance with the SIS II schedule. This is a sine qua non of the migration – if one Member State is not ready it will delay all others which are.

·           No further significant SIS-related projects are contemplated which would impact on the achievement of the SIS II timetable. It is essential to avoid generating additional project management risk in the SIS environment and further strain on existing national and central resources to ensure that efforts are concentrated on SISone4ALL and SIS II.


III. Impacts

 

The Executive Summary of the SIS II global schedule sets out in closer detail the impacts that the SISone4ALL implementation will have on the SIS II. The principal aspects where the timetable has shifted and additional time is required are, as expected, for testing and migration.

 

Testing

Given that there is a significant increase in the number of SIS I+ users to be tested and migrated – 26 as opposed to 17 – a greater effort is required for the planning, organisation and management of the testing phase. An additional four weeks is required for the compliance tests for all the SIS I+ users and an additional six weeks is required to complete the SIS II global end-to-end tests for all SIS I+ users. It is only once this testing is complete that the necessary declarations of readiness can be made and the consequent steps taken.


Migration

The migration period is shifted forward in the timetable by six months due to the need for greater preparations to cope with the larger number of Member States involved in the migration and the later date at which the testing phase, with consequent steps of statements of readiness etc., will have been completed.

Critically, the start date for the migration period assumes that the operational data required to be loaded into the system for data cleansing purposes will have been provided in order that data cleansing can begin by 30 April 2008. An early date for the provision these data is essential to ensure that the maximum time is available to carry out the data cleansing while also ensuring there is no possible quality impact in the process.

 

IV. Overall impact on the Global SIS II timetable

 

The overall impact of the aspects described above is to push back the operational date for SIS II for Member States using the SIS I+ from 6 June 2008 to 17 December 2008.

 

The integration process for those Member States not connected to the SIS I+ can then commence. Integration is dependent on the timing of the Council's decisions that may be required (for example, Schengen evaluations and lifting of border controls).
